In 2006/07 the Families Commission consulted migrant and refugee families about their
needs. This consultation highlighted a need to explore options for ECE to respond to the
distinctive requirements of these families.
It is well known that it takes a substantial amount of both time and money to raise children. It is also known that the amount of time and money that parents invest in their children has some impact on the developmental outcomes for children.
In 2008, Colmar Brunton was commissioned by the Families Commission to undertake research that looks at the experiences of separated parents and the financial and care arrangements for their children. This research was intended to inform further work planned by the Families Commission on this topic and was not intended to be published as a stand-alone report.
Policymakers need to consider possible impacts on families when designing and implementing policies and services. This report documents a systematic review of empirical literature that considers the impacts of government policies on partnership formation, dissolution and reconstitution, fertility decision-making and family size, and family living arrangements.
